The Brushables are the standard MLP G1 toys, defined by their brushable hair. Some "other figures" may also have brushable hair. The "Brushables" are specifically the mainline pony toys. Play Sets are also in the "other figures" section, even if they are technically mainline toys. Non-pony figures will be in the other figures section, but brushable ones will be here too.
