From my experience the ponies from the second Twinkle Eye line tend to be more expensive
I have seen sold listings for Tic Tac Toe in the $60 range

US Backcard: The waves gently rolled back and forth against the shore as the ponies tossed a ball in the foamy water. "Catch," Mimic called to Tic-Tac-Toe who was sunbathing lazily on the beach. Tic-Tac-Toe raised her head just in time for the ball to bounce off her nose and into the middle square of a tic-tac-toe board Galaxy had drawn in the sand. Tic-Tac-Toe blinked her eyes and the ball sprang up into the sky, again landing in the center of a tic-tac-toe board formed by the clouds. The ponies laughed as the ball jumped from square to square above them, sprinkling colorful cloud dust that glittered as it fell. To her surprise, the ponies suddenly pulled Tic-Tac-Toe up to the sky and placed her right in the center square, shaping the clouds around her into a giant heart! It was a winning move indeed.
UK Backcard: Tic Tac Toe loves to play games, and most of all she loves to play Tic Tac Toe. But because she is so good at it the other ponies take it in turns to play against her.
German Backcard: Trixi spielt am liebsten knifflige Spiele. Sie hat so viele lustige Ideen und kennt tausend tolle Tricks, daß die anderen Ponys gerne jeden Tag mit ihr spielen möchten.
Translation -- Trixi (Tic-Tac-Toe) likes to play tricky games. She has so many funny ideas and knows a thousand great tricks, that the other ponies like to play with her every day.

Outside of the US:
In the UK, Germany, and possibly elsewhere in Europe Tic Tac Toe was sold in 1987 in the second wave of Twinkle Eyes Ponies which did not have all the same ponies as the Standard Release in the US
The set consisted of of Locket, Speedy, Sky Rocket, and re-releases of Fizzy and Sweet Stuff (who was named Sweetie in the UK)
There are at least two versions of the card art for this set - One with Locket and Fizzy on the front (Germany), and one with Sky Rocket and Speedy
In this version, she was sold with a pink comb instead of a pink brush
