Fizzy is a Twinkle Eyed Pony released in Year Four (1985-1986)
Twinkle Eyed Ponies have jewels for eyes - They are featured in the G1 MLP TV Show. As toys, they have plastic rhinestones attached to their eyes
She was part of the first Twinkle Eye Pony set, along with Gingerbread, Whizzer, Galaxy, Sweet Stuff, and Masquerade.
She came with a purple comb and a pink ribbon
She got a re-release of her original brushable by Basic Fun in 2021

Fizzy is probably the most popular Twinkle-eyed pony (in a fandom way, not a toy collector way - that title goes to Mimic), based on what I've seen - Though Gingerbread seems to be in close competition
She has a similar color pallete to G3's iteration of Minty, and so may have inspired her design a bit, but there's no confirmation of this
G3 and G4 had a character named Fizzy Pop, who had Fizzy's cutie mark but otherwise looked very different
Personality: Fizzy is usually depicted as ditzy, clumsy, and scatterbrained - A little unfocused and easily distracted. She is bubbly, sweet, optimistic, and happy-go-lucky. She is sometimes depicted as more lazy and laid back, though this is less commonly portrayed.
In the UK, Fizzy has an association with Fireworks. She always appeared in the UK MLP comics in November, even long after the toy stopped being sold there. This is because November 5th is "Guy Fawkes Night", a UK Holiday that involves fireworks. Based on Fizzy's name, I guess, she is the pony attributed to this Holiday there.
Quote MLP Scrapbook: "In the United Kingdom, November 5th is Guy Fawkes Night, when we set off fireworks and have bonfire displays to celebrate the failure of a plot to bring down parliament in the seventeenth century. Ponyland's answer to this was Fizziwhizz night, a pony night of fireworks and festivities. And at the heart of this was Fizzy, with her very special Fizziwhizz flowers! [...] She was always clumsy, though, despite her important responsibilities."
In the US, her unicorn power is depicted as blowing bubbles from her horn, but in the UK her powers were creating fireworks from her horn instead.
Her US Backcard reads: Fizzy is a silly little pony who is always stumbling or bumping into things. One hot afternoon on her way to the Waterfall for a swim, Fizzy tripped over a tree stump and landed on a bed of moss. The moss was so soft and comfortable that she decided to take a nap. While she slept, she dreamt of the Waterfall over-flowing with streams of root beer and cream soda. She imagined mounds of chocolate and vanilla ice cream floating at the bottom. Suddenly, Gingerbread shook Fizzy awake! "Look, the Waterfall turned into a soda fountain!" Gingerbread exclaimed. Fizzy's eyes sparkled at the sight! Lickety-Split added the ice cream while Cherries Jubilee topped it off with a juicy cherry. "My dream came true!" Fizzy chanted, dancing over to the Waterfall for a taste. The ponies joined her for a treat that tasted like a dream!
Her UK Backcard & Fact File entry says: Fizzy is a pony who prefers to watch the other ponies running about while she lazily sips a fizzy milkshake - a scoop of ice cream and some milk, shaken up with lots of sparkle and fizz!
Her Spanish Backcard says: Espumita es la chispa de todas las fiestas. Con su preciosa crin se pasea entre los invitados hacienda que pasen un día inolvidable.
-- Translation: Fizzy is the spark of all parties. With her beautiful mane she walks among the guests making them spend an unforgettable day.

Has a variant with a darker coat seen sometimes - seems to be what was featured in the original TV ad for her, but is less common than the lighter-toned color in reality
A clear-eyed variant has been spotted, though this may be a factory error
